This article assesses the effectiveness of the Dutch prototype model, called the Maturity Model, for determining how far along a government is in the process of implementing Health in All Policies (HiAP). This assessment of maturity level is necessary for governments to plan their immediate next steps in the implementation of HiAP, which is aimed at solving persistent public health issues. In this study, the Esbjerg municipality is used to prove that the model is practical for assessing the implementation progress of HiAP.
